Like everything else the success of this would be dependant on the people who are participating, most importantly the captains of these squads. So #1, don't let just any asshole captain a draft team.
The only reason I see for this to be viable and the reason it could work and even be a success, is if we announce it to the rest of the subspace community to bring in new players, and force the captains to add players who are not rostered on other squads. So #2 - for every game, force these teams to field atleast 2/4 players that are not rostered on other squads, preferably newbies but since you can't police that simply people who has no current squad. I'd also suggest extending the roster deadline for the draft teams so they can pick up people who try to join mid season.

The roster rules might be looked into anyways. We have a few players who woke up somewhere in round 10 about joining a squad, mostly their old squads, who for some reason axed them. Like... Dingo. (and traxx and blink.
And yes I know it depends on people which is why I'm not all that excited about it since people mostly put little effort in. And yes I'm aware of the captain stuff, league captains in general don't usually seem to be the logical choices...
About getting the word out to other zones and somehow increasing the quota for those players (if we knew we had these people, we could limit existing pilot amount to 5 or so). People on draft squads would have two games, sometimes they would be at the same time, so I didn't really even mock up any player restrictions for these squads yet. Something strict.
It's hard to market something like this as "this is your way to get guaranteed playtime" when even the uhh... "best" captains might not give them any, if they're not forced to <img src='http://www.subspace.co/public/style_emoticons/<#EMO_DIR#>/smile.png' class='bbc_emoticon' alt='' />
The conflicting times also explain why I randomly came up with a limited number of these squads so that they could all have enough, hopefully active, players to field 4.
