The two main reasons are 1) people changing squads for a better shot at ... whatever their reason and 2) other people getting removed to make space for them. That's also why we currently lock in two stages, first preventing leaving squads, then joining for everyone. As for *AML squads* .. we really can't call that before we know who finishes where either. For more on that, check the schedule thread. We could bend the rules and make exceptions, but seriously I don't want to deal with the massive whining this causes. "Why did X get to do it but Y won't, BIAS BIAS BIAS". Applying the same rules to everyone is much much easier and more fair.
