A thought. Maybe we make it so if you lagout you are burnt of items unless you have died within the last minute or within the first minute of the game. So when you reenter it acts like you just Ship Changed, but haven't actually changed ships. Then we could add like a max of 5 to 6 lagouts per game then they are locked out. I think this would be fair. I think if a person lags out 5 to 6 times they should not reenter unless they've fixed the problem.
